Resource Manager / Junior Full Stack Developer

Staffed the companies’ largest contract while simultaneously developing infrastructure and solutions capable of addressing large scale staffing challenges. Managed 315 positions spread across 55 locations worldwide. Coordinated with internal recruiters and external partners to facilitate and approve the hiring of 488 people over the life of a 35 month contract. Consistently exceeded customer expectations by delivering an average position fill rate of 96.4%, 6.4% in excess of customer requirements.

Integrated Field Tracker -
Assisted in the requirements, database development and testing of a web-based tool to help the Army's Software Engineering Center (SEC) track the software and hardware configurations of 80-100k systems deployed worldwide.

Sotera Workforce And Resource Management System -
Developed a multi-user, full stack MS SQL backed solution to track the full life-cycle of candidates and their consideration against customer requirements. SWARMS incorporates business process automation, detailed candidate and requirement management as well as cell-level auditing.

DHS Collection Management Database -
Developed a Microsoft Access-based solution for tracking collection requirements and ongoing analysis efforts. This demonstrated a proof-of-concept to a customer that had not previous capitalized on Sotera’s technical solutions. The customer was very satisfied and this tool has already been implemented into the division’s standard operating procedures.

Database Manager
February 2013 - April 2014 (1.2 Years)
Designed and managed a relational MS Access database containing 120+ tables of critical program management operational data. Worked with database users to collect requirements and develop those requirements into a functional tool. Modeled and managed data and processes for the entirety of a 900+ person program. Ensured data redundancy and performed regular audits to prevent and/or correct data corruption.

Developed and implemented hundreds of queries/macros that were consolidated and grouped into workflow tools used to automate several complex business processes.

Transition Team -
Acquired several laptops and configured them as remote terminals for data-entry. Attended several recruiting events to meet with hundreds of incumbent staff to collect the information needed to verify their credentials and facilitate their onboarding.

Performed queries daily based on unique customer-driven requests for information (RFIs). Provided business analytics and detailed reporting to our customers and senior management.

Conducted anti-virus scans, logged and uploaded information across multiple classified networks. Additionally assisted managing local users and resetting credentials for a secret-level network.
Staffing Manager

Screened and interviewed candidates being considered for a 275+ employee contract supporting the law enforcement and intelligence communities. Interfaced closely with recruiting, security, finance, and senior management to achieve the most cost-effective staffing solutions possible.

Proposal Development -
Created a small network of interconnected document templates used to consolidate and coordinate skills matrix data-entry efforts. Capitalized on document connectivity to produce metrics and perform quality control. Evaluated 2500+ skills matrix entries to determine the available skills mix of 1500+ candidates. Once evaluated, aligned the available skills of all 1500+ people to most accurately satisfy the 949 customer required positions.

United States Air Force (USAF)
X Midas Operator / Training Supervisor
September 2010 - September 2011 (1.0 Years)
Initially served as an X-Midas operator but after certifying in a record setting 35 of 70 days with a 98% certification score was selected and promoted to Training Supervisor. Immediately identified the need to overhaul the training process due to an influx of personnel and the need to produce quality operators in less time. In three weeks, significantly revised training manuals and authored a 46 page updated version that detailed operational procedures and complex theories (including orbital mechanics) in an easily digestible format. Successfully certified an additional 6 new operators increasing manning by 30%.
Geolocation Operator / Analyst / Mission Manager
June 2007 - September 2010 (3.3 Years)
Operated five types of antenna control units and monitored space systems. Assisted with the testing and fielding of new software that increased site’s geo location capabilities by 50%. Additionally trained as geo location operator/analyst/mission manager while supervising up to 18 junior operators on five distinctly separate missions.

Communicated with 30+ liaisons from 13 organizations to share resources needed to complete 418 successful near real time targeting operations. Persevered in high stress environment tipping off near real time targeting information to as many as eight simultaneous operations.

Special Access Program (SAP). Successfully dual certified in both FISINT and COMINT type missions while learning how to operate three types of antenna control units and other analog equipment.

Provided intelligence support to Information Operations for I Marine Expeditionary Force (IMEF). Direct support included Public Affairs, Electronic Warfare, Psychological Operations, a local magazine and two SAPs.

Performed semi-automated decryption and network dataflow monitoring for 135 networks. Performed load balancing across multiple supercomputers to ensure proper distribution of system resources.
